hi Wiliam you first need to diconnect the handbrake cable to see if its the caliper or cable that is seized if its the cable and these are common to stick you just need to fit a new one which is quiet a straightforward job and the cables are cheap enough...if the problem is on the caliper then it could be the brake pads stuck in their cast casing though i doubt that on a 2002 model the fault would then be inside the caliper you could try releasing fluid down around the arm and work this back and fore but as you do that you,ll pump the piston out which you could also then check is not seized if it is then a clean up and refit with some brake grease you,ll need to wind the piston back into the caliper which if i,m not mistaken is clockwise for the n/s and anti clockwise for the o/s i hope that is of help
