TV wont come on - just makes 'fizzing' type noise?

First check your mains plug and the power cable especially around grip for any damage. Remove any multi-adaptors and plug directly to supply.

If still faulty, it could be the on/off switch or other component arcing (sparking) at the soldered or plug in connections.
Any abnormal arcing within the TV needs to be checked by an engineer for it's electrical safety, as the printed circuit can become carbonized at the joint, increasing smouldering/fire hazard.
