MSN web cam not working ?? help?

ok I'll get to the point I bought a new web cam and installed it on my pc which has windows xp and windows M.E on it ?
I am not really dumb when it comes down to pc's ?? but I cant get my head round why when I try to use my web cam on MSN it says 'we are unable to run audio/video wizard at this time'
I tried loads to get it to run but it's just not having it

Any help would be great thanks to all :P
