Bob, there is a ringer volume switch on the right hand side of the phone's base with three settings: high, low, and off. Hope this helps. If you need a manual, you can go to GE's support site that has manuals you can download as PDFs:

On the base, the middle part is the part that holds the 4 batteries. I used a screwdriver to put in the hole and push the plastic piece toward the receiver cord. The cover is on a plastic hinge (toward the top of the base). It is not a good system, but like you, I couldn't get it at first either. Good luck.
