My Bissell ProHeat is not putting out water/cleaner?

My Bissell ProHeat Carpet Cleaner is no longer putting out liquid from the base or hand tools, how can this be repaired?

the pump belt is broken. open the door on the left side with a screwdrive and inspect the tiny belt. they cost about $4. under the machine is a red plate held by 1 screw, if you take out the screw you can pull off the plate and replace the belt quite easily.
