Mend Time Switch Comes If Off

No display when i switch on computer. Comes on if i switch off & back on ag?

When I initially switch on my friends computer nothing happens on the vdu (screen stays blank). If I switch the computer off & then straight back on (or disconnect from the mains & then reconnect) it comes on o.k.
It is a Time computer.
