How can I fix Sears Tower Bell and H. super auto threading 8mm projector?

Model 584-92820 The top reel will not spin to feed the film. It is firmly attached and in 'forward'. Bell and Howell super 8mm movie projector with auto threading. Manual threading and attaching to bottom (uptake) reel only tightens the film.
