Mend Bissell 8910 Dispensing Water

Bissell ProHeat Pro-Tech 8910 is not dispensing cleansing formula?

My Bissell applies hot water and suctions water back up but the SmartMix concentrate bottle does not dispense cleaner. I have tried to reseat the bottle, make sure the tube is clear but it still won't empty. Am I missing a step in the cleaning process?
