Mend Westwood S1300 Years Turned Lights

Westwood s1300 9 years old?

When the key is turned the lights flash on and then off straight away.There is a relay clicking in and out.The battery is fully charged and If I bridge the solenoid the starter turns the engine over.Any help would be much appreciated.
