Mend Citroen C4 Coming Car

how can I fix my Citroen C4 1.6 VTR Diesel ?

I have a scraping noise coming from the offside of the car. It increases and decreases in regularity in relation to the speed of the car. New discs and brake pads have not cured this intermittent problem.
