The presser foot on my Euro Pro select 762xh is stuck up, any ideas? ?

My mom purchased this machine about 12 years ago and has never used it, it's been sitting on top of my great grandma's old table machine this whole time. Everything else seems to work perfectly on it except I can't get the presser foot down. The lever moves up and down but nothing happens. Anyone have any idea how to fix this?
