how to fix moto e 2nd gen. settings wont pull up```?

I reset the cellular data on phone since I have no service or plan on getting any. Afterwards the phone attempted to prl update, No success, Then, self service, no success. Now the settings nor the home page will pull up. I can sort of access pages that are on the multiple page scree but only a couple like Aloha browser and am still able to run downloaded veds from it.
But only ones I got through their site. When in sage mode I can only access a tew apps. not sure whats going on. Please help
