Yes of course you can - I wonder why you would wish to do so.

I have seen houses in Sweden with ceiling lights having cables strung out below the ceiling and down to wall sockets - most ugly...

Bedside & table lamps are powered from wall sockets - but an appropriate fuse should be fitted in the plug - 3 Amps or below.

If you're doing paid work for this then probably not...
