Recliner with no latch?

Been trying to fix a recliner for friend, that has no latch.. It doesn't stay down closed.

It seems that foot rest when pushed down makes the hinge close past a point that locks it closed but now due to use and wear it doesn't make it to that point and just pops back open.

The springs have different adjustable holes i've tried and does nothing.

The d pull just pushes a bar that presses the hinge slightly to go past the closed point.

Hope this makes sense. I was thinking of getting a latch system from somewhere and somehow adding it to the recliner.
