my handicare simplicity 950 stairlift beeper indicates it is not charging?

how can I check to see that the batteries are getting the charge, the track has 33volts so it is somewhere in the unit. The batteries never go dead so it charges sometime butwhen it is not charging it only traveles up at half speed, should the batteries indicate about 30 volts if charging is going to them, any ideas?
