Water flow?

Hi can you tell me why when I turn my hot water tap on , the water starts off fine then runs to a trickle when , sometimes evening stopping , it's a mixer swan neck type tap , the flow to the bath is fine , hand basin right beside it , I can pull the tap to the side a little and the flow rate increases, let it go and the flow stops ....... Help
