Mend Morco F11E Heater Room Water

Morco F11E Super Contact heater?

I have a Morco F-11E Super compact room sealed water heater which has started showing the Red lockout light when the water hot water tap is turned off. The fan also starts up snd goes continually.

Any ideas why and is it easy to fix?
