One assumes the remote is OK - good batteries?
One can check a remote is operating. Get your mobile phone (or a digital camera), turn on the camera and use that to look at the business end of the remote. Press remote buttons and you should see on your mobile (or camera viewfinder) the IR LED flickering in the remote.
Unfortunately the OP hasn't seen fit to divulge the model so I just did (WHAT HE COULD HAVE DONE, please note!!!!) and performed a Google search for "techwood tv blue light flashing". I found these, which is a good a place to start as any.
