How can I fix my ideal standard toilet continually filling up?

My toilet cistern keeps continually draining down the flush pipe so it constantly keeps filling up, but because it is draining all the time there is not enough water in the cistern to flush it prpoerly. I think it is something to do with the inverted U- pipe at the bottom. The model is an ideal standard and it is only 3 years old
