Champion R484P assistance needed pls?

Hi, my lawnmower s engine slowly stopped running as I was cutting the grass. Now it won't start at all, when I pull the pull cord, the wheel with fins on underneath the pull cord housing seems to rotate excessively now? Not sure if the engine is now u/s or if it can be repaired? Can anyone please advise? Regards Lee
