renault traffic camper van running rich 1721cc petrol?

hi my renault camper van 1990 1721cc petrol will not run hot or cold without a bit of choke and the plugs are sooty it has recantly had a new manual fuel pump fitted does this need to be set with the engine / valve timing any info would be helpful thanks
