Mend Kubota BX23D Start Problem Safety

kubota bx23d will not start?

My Kubota bx23d will not start. Ignition was checked and is not a problem. Starter can be jumped and tractor will start. Five safety switches were checked and are ok. (two on seat, one at speed level, two on right side of tractor). When key is turned, we hear a click, but will not turn over.
