125cc aprilla habana custom will not move ?

hi i have a aprilla Habana custom and when I start it it splutters and I cant seem to get it to move just cant give it any revs, I have had the carbretta off cleaned out and put back on still no luck, there is a noise that was not there when it was running fine I think it is coming frim iver around the fan area or the main engine can any help please
