Mend Leisure Equipment DCMD67 Pcb Checked Components

How to mend the no output condition of Tredmil PCB DCMD67. ?

I have checked all the components and replaced all the faulty ones, then also I am not getting the output. What would be the probable output at the M+ and M-. The ICs E99651b8 and 99c606 are giving output of 3v around the pins.
