Mend John Deere L130

On a John Deere L130 ?

I'm replacing the pto/clutch, I have the bolt off the shaft and there is what appears to be a spacer that looks to need a special tool to remove. Can it be pulled of with a pulley or is it threaded. What is the tool called and where can I get one. Thanks JP
