Mend Bissell 9200 Water Starts 10

Bissell 9200 sprays water then stops?

Our bissell 9200 starts to spray water then it stops. We turn it off and wait about 10 seconds the turn it back on it works for about 1 min then stops again. When it works for that minute it comes out in almost a flood. Husband has checked the pump it seems to work, when the soap is attached it will use all the soap and no water. Not to sure what to check or do next.
