after chaning intake push rod the valve will not move?

I am not mechanic. B&S engine 19.5 hp on riding lawnmower quit working and it needed valve adjustment. Did that and everything worked fine for awhile then quit working. Took cover off again and the intake push rod, the bottom one, was broke at the tip and bent, replaced and put rocker arm back on and went to adjust the valve and when turning the fly wheel the top valve will move but the bottom valve will not move, need help what is my next step?
