Mend Bissell 7901-J Tools Floor

Bissell Proheat ii 7901-J?

The Tools/Floor switch is not changing between Tools and Floor and I am almost sure it is stuck on Tools.

It sprays water and sucks up but will not take in and spray Carpet Shampoo on floor from main unit. Will spray shampoo from the tools.
