All four rings and all indicator lights off means there is no power at the hob, for whatever reason, before th epower feed is divided up inside the hob to feed the individual rings and lights.
Check power is getting to the outlet. Wire in (or plug in if possible) a bulb instead of the hob. If the biulb lights the supply is OK and the problem is between the outlet and the point in side the hob where the feed splits up.
You could reconnect the hob to th eoutlet and see if power is coming out of the cable end (Use a mains bulb in a holder). OK? Power is getting to the hob itself.
Is there a fuse inside the hob? Is there a fuse inside the plug?
Its now just a case of following the route the power takes and checking each step.
If you don't know what you are doing, an dknow that 110%, call in a techie who does. Don't risk a shock. It ain't pleasant, expecially for the people who have to scrape you off the floor.
