Mend Ideal C30 Heating Radiators System Pressure

ideal c30 independant boiler?

when hot water demanded and radiators off rads start getting hot. checked divertor valve actuator ok and pin moves in/out on body. theres no loss of pressure in system. is it heat exchanger problem?
