Mend Central Radiators Pump

How can I boost system pressure?

My mother-in-law lives on a farm with a private water supply from a spring. The water pressure is insufficient to pressurise the central heating to more than 0.5 Bar and bleeding the upstairs radiators fully, is impossible due to the lack of pressure. How can I raise the system pressure to 1 - 1.5 Bar, would a pump in the top-up circuit help?
