What does TCO metered open circuit mean?

Looks like the person posting the original question is following up replies to an earlier question. Unfortunately, she has started another thread. SHE knows what she is talking about but none of the rest of us have a clue.

TCO= thermal cut out.It sits on top of the water tank and cuts out if the water temperature reaches dangerous levels,the result is cold water with possibly a temperature light or low flow light (if fitted) illuminating

TCO usually means Total Cost of Ownership

Metered Open Circuit very probably means
Found to be Open Circuit by using a continuity meter

I have no idea who said this or what it has to do with Baths & Showers or the unspecified problem you hint at.
