Can I fix my shower?

There is a little pipe behind the main shower head pipe and when I switch on the shower the water comes out of the little pipe as well as the shower head but due to it coming from the little pipe there is no pressure coming from the shower head, can anybody help please

The little pipe is a pressure relief device,it will have to be replaced, you can get a spare from national shower spares
