Smiths Enfield 3 winding movement problem?

Smiths Enfield 3 winding movement problem. Westminster chime.
Keeps chiming, unless turned of, is it linkage loose or worn ?

How do I set the two levers that operate the time chime and one next to it ? Both have screws to adjust were they sit on shaft.
Any help appreciated.
