Mend Smiths Westminster Clock Bought

how can i fix my smiths westminster hourly strike?

I have a smiths three holed westminster mantle clock, no instructions, as bought on ebay, on the face there is a lever and I have put on not silent, however when it comes to the hour it does not strike, any ideas,could it be that it has been overwound, i am at a lost.

as u brought on ebay am assuming the seller removed the pendulum and flipped the locking bar to prevent the clock striking check where the striking hammers are that a bar is not preventing them lifting just raise the bar up about an 1"
