Mend Qualcast Trogan 18

Snapped cord on starter Qualcast Trogan 18?

I need to replace the cord. I have tried to wind the recoil back but it just keeps on turning whith no tension. Turn it one way and two metal arms come out but still no tension the centre feels like it has a spring below.
