Mend Power Devil 3.5 Replace Plate

Replace plastic carburetor end plate on 3.5 power devil?

Bottom of end plate has broken off. Is the bottom section essential. I am trying to get my son's mower working. When fuel is turned on petrol pours out of bottom of plastic end plate.
