How to mend Champion 2007 Lawnmower cable?

Hi, I have a Champion 2007 lawn mower model no. r484tr and it suddenly stopped working. The cord no longer gets wound back in it and does not engage hence I can't start the mower. It is as if it is not catching something or has fallen out of position?

Any help would be brilliant. Thank you in advance.
