Mend Hotpoint BF162 Dishwasher Water

Hotpoint BF162 dishwasher no2 light flases?

BF162 dishwasher attempts to fill with water which enters through the inlet hole on top left of dishwasher, water flows into the drain / recirculation sump and then gets pumped out via waste outlet - and no2 light flashes.
Recirculation pump does not start and is free from any obstructions since I can turn it by hand.
What part is faulty?
