Mend Bissell Pro Heat Pet Carpet Vacuum Cleaner

my bissell pro heat pet will not roll on indoor outdoor carpet?

It works great on my carpet at home however when I tried to clean the carpet at church it will not roll well at all. The carpet is very short and it will not push forward. Is there something wrong or does it just not work on short carpet? I did try someone else's (same model) it.would not work either.....
