Mend Citroen Berlingo Diesel Starting Problem

Washer motor keeps running, light go on and off, Citroreon berlingo?

The van is 1.9 diesel and washer motor runs, lights flash on and off, lights on dash board, and wiper tries to move. van won't start. Any Ideas, is it a problem with washer motor?
