neostrahl mixer tap plug not woking?

Behind the mixer tap body there is a small rod which you pull upwardswhich should pull the plug downwards, the rod comes away in your hand. Looking down the plug hole you can see a short rod which should go through the bottom of the plug the other end I think should be attched to the pull up rod. The question is how?
