Mend Seconds Tap Heating

no hot water ?

i get no hot water or if i do get hot water it for a few seconds then goes freezing cold ,if the cold tap is put on hot goes cold straight away and that is if i have heating on or off ! we moved into the house oct and had two new parts added to it as wouldnt even come on ! it takes an hour to pour a bath i,m sick of it . the council think im lying and have now said if i phone once more im getting charged ! the council say that if i have the heating on i get no hot water and viceverca even when my washing machines on i get nothing please help as one of the boss's coming out thursday and i need ammo !

im wendys husband ,

each time a council tech comes out the water runs hot and they go away its very frustrating
its a combi boiler and is in the cupboard by the bathroom
when we run the hot water you can hear the boiler fire up but then after 10-15 seconds it stops and the water runs cold , freezing cold !
we had the washing machine on the other day which uses only cold water and we didnt get the water to run hot from the tap at all

is it combi system or immersion heater?.Why can't you demonstrate the issue in front of the workman/boss.Hot should be hot with the tap on and turning cold on should have NO effect if the system is correct and you have a good mains water flow rate
