Mend Potterton Gas Boiler

Gas engineer has disconnectd potterton boiler because of 'flame lift' ?

he thinks that problem is due to too long (over 2 metres) a flue thius starving boiler of oxygen and recommends a new condensing boiler which can have a longer flue.
This is a property i am purchasing is he correct or is there another solution. Boiler is over 13 years old.
