2003 renault kangoo 1.5 dci electrical problems?

i have a 2003 renault kangoo 1.5 dci van, the radio, cigarette lighter and interior lights are all not working, my son is a second level mechanic and has checked the fuses and says there is no power to the main fuse that operates all of the above, can anyone assist.
