how can i fix my potterton promax 24/2 he plus?

Hi there my boiler has stopped working i press my reset button and it seems to want to start up but it just clicks and then nothing happens so i had a qualified plumber have a look at my boiler and he took of the covers and revealed three lights on my boiler that are not visible until you take of the covers and there are two flame signs and one power light and one of the flame signs is flashing red and the other flame sign and the power light are green and he reckons the fans knackered because it tries to start up but you get a buzzing sound and then clicking and he said that the fan needs to start up before the boiler ignites .Does this sound familiar or is there a more simpler idea you could suggest ?
