It looks like you have an application called "tor" that have a problem.
It can be part of a privacy/encrypting proxy using the "onion" protocol. That protocol use multiple layers of encryption and make your communication transit through several anomising proxies. This is a legitimate version.
If you have this version, and want strong privacy, you can reinstall Privoxy.
There are virus and other malwares masquarading as the legitimate version.

You'll find informations about it.
It's NOT needed for the normal operation of Windows.
If it's located ANYWHERE other than programm files, it's a malicious version.
In programm files, it should be legitimate.
