Citroen Xsara Picasso (2003) Heater fan not working but ac light comes on?

Hi,
I have read several threads on a similar problem and suspected the ignition switch was faulty preventing power getting to the fuse.
However, then I noticed the ac light was still working and when I removed the 40amp fuse under the bonnet for the fan the ac light goes out suggesting that there is still power getting to the fuse.
Would this mean that the most likely fault is with the fan itself?
Any help greatly appreciated (its getting cold out there!)
