how can I fix my citreon picasso 2ltr diesel from bad starting?

I have problems starting my 2004 citreon Picasso 2 ltr diesel in cold weather. the heater plug warning light only stays on for a couple of seconds, so I have fitted new heater plugs but have the same problem. Hope you can help.
