Mend Leaking Problem Easy

How do i get the lid off?

My V&B cistern is leaking. I've read the answers to the problem, but i cant even get into the cistern!
There must be an easy answer? I unscrew the metal washer on the outside top of the cistern, but everything including the top flusher part is intact
Any solutions?
